General Provisions
- The Council is a permanently functioning governing body operating under the leadership of the Director of the Institute (who serves as the Chairman of the Council) to deliberate upon and resolve fundamental issues concerning the operations of the Institute for Studying Youth Problems and Training Prospective Personnel (hereinafter referred to as the “Institute”).
- In its activities, the Council is guided by the Constitution of the Republic of Uzbekistan, the Laws of the Republic of Uzbekistan, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, and other regulatory legal acts, as well as orders of the Chairman of the Youth Affairs Agency of Uzbekistan, the Charter of the Institute, and these Regulations.
- The Council conducts its activities based on the principles of legality, transparency, independence, free discussion of issues, the synthesis of collegiality and individual leadership, and due consideration of the collective opinion.
- The Council may comprise the Deputy Director, Scientific Secretary, Heads of Departments, Chiefs of Divisions, staff members, as well as representatives from other educational institutions and research institutes. The term of office is 5 years.
- The composition of the Council is approved by an order of the Director of the Institute. At the beginning of each calendar year, as well as to replace members who have vacated their positions for various reasons, new members are elected or appointed in accordance with the Regulations.
Objectives and Tasks of the Council
- Objective: To channel the collective efforts and intellectual potential of the Institute’s personnel toward the retraining and professional development of prospective young cadres in accordance with the Laws of the Republic of Uzbekistan “On Education” and “On the National Program for Personnel Training”; and to study, analyze youth problems through scientific research, and formulate evidence-based proposals and practical recommendations for their resolution.
- Tasks:
- To review the strict implementation of state educational standards, curricula, and syllabi pursuant to the “National Program for Personnel Training,” and to establish recommendations and tasks regarding priority matters;
- To deliberate on the implementation of research and spiritual-educational work plans, as well as the professional development and retraining of faculty members, and to adopt corresponding decisions;
- To evaluate submissions for faculty appointments and the conferral of the academic titles of Professor or Associate Professor, conduct faculty selection competitions, and adopt relevant decisions thereon;
- To review educational literature, monographs, and scientific developments authored by the faculty for publication recommendations, and, where necessary, to consider submitting textbooks and manuals to the Coordinating Council of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan for official publication approval, adopting relevant decisions;
- To deliberate upon and approve the topics of graduation qualification works, Master’s theses, and doctoral dissertations of doctoral students and independent researchers;
- To examine matters and adopt decisions regarding the support and promotion of scientific and creative initiatives of trainees within the framework of the “5 Initiatives of the President of the Republic of Uzbekistan,” job creation, employment assistance, meaningful leisure organization, and the establishment of sports and wellness facilities;
- To adopt decisions regarding structural modifications to the Institute, including the establishment of new departments and divisions;
- To determine measures aimed at enhancing occupational safety and health standards for the trainees and employees of the Institute.
Powers of the Council
- The competence of the Council includes:
- Approving curricula and educational programs, taking into consideration the recommendations of the Academy of Public Administration under the President of the Republic of Uzbekistan, the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan, and the Youth Affairs Agency of Uzbekistan;
- Approving academic workload standards (teaching hours) for faculty members, and developing frameworks to incentivize pedagogical staff for engaging in scientific-methodological, research, organizational-methodological, and spiritual-educational activities;
- Approving the regulations for trainees’ practical training and internships;
- Approving the composition of the examination and assessment commission for evaluating final academic outcomes;
- Approving the core requirements for the preparation and defense of graduation qualification works;
- Hearing progress and performance reports from the heads of the Institute’s structural divisions;
- Approving procedures for the financial remuneration of administrative, academic, research, instructional support, technical, and service personnel, as well as criteria for establishing monthly bonuses for Institute staff;
- Exercising other powers in accordance with legislative acts and the Charter of the Institute.
- The Council may also review and resolve other matters pertaining to the Institute’s operations that require collegial deliberation.
- Decisions of the Council are approved by the Director of the Institute and are mandatory for execution by all structural divisions, personnel, and trainees of the Institute.
Duties of the Chairman of the Council
The Chairman of the Council shall:
- Organize the activities of the Council in accordance with the Charter of the Institute, preside over its meetings, and assign duties and tasks among the members of the Council;
- Take necessary measures to ensure the execution of decisions adopted by the Council;
- Determine the date, time, and location for convening regular and extraordinary meetings of the Council;
- Establish the necessary conditions for the collective deliberation and resolution of matters submitted to the Council;
- Include essential matters in the meeting agendas in addition to those envisaged in the Council’s work plan;
- Bear personal responsibility for the operations of the Council and the decisions adopted by it;
- Resolve other issues pertaining to the organization of the Council’s activities in accordance with the Charter of the Institute.
