According to the analysis of Institute for the study of youth problems and training of prospective personnel, in the 90s of the ХХ century in a number of developed countries (USA, Great Britain, Germany, etc.) NGO trainings and researches on the care, protection of the rights and interests of parents of children with disabilities. These studies, in turn, have become important factors in creating a comfortable educational environment for children and young people with disabilities, as well as opportunities to protect their rights and interests.

At the same time, schools in Western countries receive additional funding for children in need of education, which in turn serves to increase the interest of schools in increasing the number of students with disabilities.
