Starting from the next academic year, Russian citizens will be able to receive a second or subsequent higher education in the field of art free of charge.
It will be possible to get one more higher education in ten leading specialized universities in the following specialties: theater, film and television directing, literary creation, artistic direction of the opera and symphony orchestra and academic choir, musical and audiovisual sound engineering.
The selection of applicants will be carried out through the organization of creative and professional competitions, as well as interviews.
